Medical
Records & Statistics Department was set up in December 2001, which
was made up of three departments, including the statistical room, the
medical record room and the triage center.
Main functions of the Statistical Office
• Collect and submit data and statistics according to the requirements of the health administration department
• Submission of data for routine uniform statistics
• Classification and coding of disease and surgical operations according to statistical requirements
• Assist in medical, scientific research and management of special disease statistics
• Death registration management
• Electronic medical record recall management
• Support special data submission, DRGS, HQMS, etc.
There are 11 staff at the statistics office mainly encoding and statisticians, all certificates.

At present, there are 21 staff in the medical record room, which is a graduate of health information management
People's Hospital's Medical Record Room was established in 1942. On May 12, 1942, the hospital created its first inpatient record and commenced hospital management statistics the same year, making it one of the earliest adopters of medical records and statistics management. In 1958, it pioneered the use of Chinese Pinyin-based name and disease indexes. The disease index included over 7,000 disease terms and 2,000 surgical terms, along with eleven statements, five admission records, and twelve outpatient and inpatient indexes. Recognized for its advancements, the National Ministry of Health designated it a national advanced medical unit in 1963, awarding it the prestigious title of "National Red Flag Unit" for its medical records management.
In 1989, People's Hospital independently developed and completed the first domestic computer management system. By 1990, disease classification coding and computerized medical record management were accomplished, alongside the establishment of a multi-user system to facilitate efficient encoding by multiple users. Since January 1, 1990, the system has facilitated nearly one million online searches and statistical analyses of medical record data.
In 1992, separate management for the Statistical Room and Medical Record Room was implemented. The transition from paper records to microfilm began in 1995. On January 1, 2003, digital medical record management was realized with the establishment of China's first intranet-based digital medical record management system. This allowed for immediate scanning of discharged patients' medical records, facilitating paperless usage, and eliminating the risk of data loss. Consequently, the hospital ceased paper-based medical record lending activities, ensuring the security of inpatient medical records.
In 2010, management of the paper-based medical records warehouse commenced, making the Medical Record Room the first in China to adopt specialized storage technology and management practices for paper medical records. In 2001, the Medical Record Room and Statistical Room merged to form the Medical Records & Statistics Department. Presently, this department is responsible for managing hospital records, outpatient records, and emergency medical records. Additionally, it oversees hospital medical management statistics, disease classification, and disease statistics implementation.
